Governance and Policy Development in Higher Education

Journal of Governance and Policy Development in Higher Education (JGPDHE) is a peer-reviewed, double-blind, open-access scholarly journal published by Allameh Tabataba’i University (ATU), a leading institution in the humanities and social sciences in Iran. The journal is established to provide an intellectual platform for national and international researchers, focusing on the foundational dimensions of administrative thought, organization theory, and educational performance within public and educational institutions. Its overarching aim is to strengthen the scientific milieu, foster evidence-informed policymaking, and enhance the quality of the higher education system. The launch of JGPDHE is not merely a promotional or publishing endeavor; rather, it constitutes a scientific and policy-driven imperative capable of reinforcing the higher education system, improving policymaking processes, and promoting a culture of good governance within universities. The journal’s thematic focus encompasses: university governance structures (e.g., academic councils, rectorship, boards of trustees), higher education policy at both national and international levels, university autonomy and accountability, the state-university relationship, and fundamental transformation as well as structural reforms in higher education. Its target audience includes higher education policymakers (e.g., Ministry of Science, Research and Technology; Supreme Council of the Cultural Revolution), university presidents and deans, educational policy researchers, doctoral students, and scholars specializing in higher education studies, political science, and academic management. The field of higher education governance and policy is inherently interdisciplinary, inviting collaboration among researchers from educational sciences, political science, management, law, sociology, and economics. The journal thus provides a space for interdisciplinary dialogue and intellectual creativity. JGPDHE publishes research articles (both conceptual and applied) in Persian, accompanied by English abstracts, in both print and electronic formats. In line with other journals published by Allameh Tabataba’i University, each article is assigned a Digital Object Identifier (DOI) to facilitate identification and searchability. The journal employs a similarity detection system to screen submissions for plagiarism and accepts manuscripts with a maximum similarity index of 15%. The journal charges no submission, processing, or publication fees from authors, institutions, or research organizations; all remaining expenses are financially supported by Allameh Tabataba’i University.
